Mexican President Enrique Peña Nieto has made it clear that construction of La Parota dam will be part of his plan for “rebuilding” the state of Guerrero following Hurricane Manuel. In announcing the $30 billion “Plan New Guerrero,” he mentioned that the infrastructure component of the plan would include projects such as “the construction of a hydroelectric dam on the Papagayo River.” Although he did not mention La Parota by name, the implication is clear.

Note that according to the 2012 Cacahuatepec Agreement, the government of Guerrero is still committed not to approve La Parota if the dam would have any effect on the environment, if affected communities do not accept it, and if affected people are not fairly compensated. No word yet on how the federal government plans to bypass this hurdle, or the ongoing resistance by affected communities.

The struggle continues.
